Η Παγκόσμια Ημέρα Ατόμων με Αναπηρία (3 Δεκεμβρίου) θεσπίστηκε και τηρείται παγκόσμια από τα Ηνωμένα Έθνη το 1992. Εορτάζεται σε όλον τον Πλανήτη προωθώντας την κατανόηση σε θέματα αναπηρίας και την κινητοποίηση υπέρ των δικαιωμάτων αξιοπρέπειας και ευημερίας των ατόμων με αναπηρία. Επιδιώκει την αύξηση του βαθμού ένταξης των ατόμων με αναπηρία σε κάθε πτυχή της πολιτικής, κοινωνικής, οικονομικής και πολιτιστικής ζωής. Η αρχική της ονομασία ήταν «Παγκόσμια Ημέρα Ατόμων με Ειδικές Ανάγκες» . Κάθε χρόνο εστιάζει σε διαφορετικό θέμα.
Το 1976, η Γενική Συνέλευση του ΟΗΕ ανακήρυξε το 1981 ως Διεθνές Έτος των Ατόμων με Ειδικές Ανάγκες ζητώντας ένα σχέδιο δράσης σε εθνικό, περιφερειακό και διεθνές επίπεδο, με ιδιαίτερη έμφαση στην ισότητα των ευκαιριών, την αποκατάσταση και την πρόληψη των αναπηριών.Το θέμα της συγκεκριμένη ημέρας είναι “η πλήρης συμμετοχή και ισότητα”, η οποία ορίζεται ως το δικαίωμα των ατόμων με αναπηρία να συμμετέχουν πλήρως στη ζωή και την ανάπτυξη των κοινωνιών τους, να απολαμβάνουν συνθήκες διαβίωσης ίσες με εκείνες των άλλων πολιτών, και να έχουν ίσο μερίδιο στη βελτίωση των συνθηκών που προκύπτουν από την κοινωνικο-οικονομική ανάπτυξη.
